Trade union office-bearer composition requires majority be industry-connected, with limited outsiders allowed by statutory rule.

Registered trade unions must ensure prescribed composition of office-bearers: in the unorganised sector at least one-half must be industry-connected, subject to government exemption by order and notification defining the sector. For other unions, no more than one-third of office-bearers or five persons, whichever is less, may be non employees; the remainder must be engaged or employed in the relevant establishment or industry. Retired or retrenched employees are not treated as outsiders for holding union office.
