Community mediation uses a three-mediator panel to seek amicable settlements, which are non enforceable court judgments.

Section 44 requires community mediation by a panel of three mediators who devise procedures and assist parties to resolve disputes amicably. Settlements may be reduced to writing, signed by the parties and authenticated by mediators with copies provided; absent settlement, mediators may submit a non-settlement report to the Authority or the District Magistrate or Sub-Divisional Magistrate and to the parties. Settlements aim to preserve peace, harmony and tranquillity but are not enforceable as a civil court judgment, and section 20 applies mutatis mutandis to registration of mediated settlement agreements.
