Sickness benefit: owners or occupiers can be charged for extra expenditure where insanitary conditions cause excess illness.

The Corporation may claim extra sickness benefit expenditure from owners or occupiers where excessive sickness is due to insanitary conditions or neglect of health regulations; unresolved claims are referred to the appropriate Government, which may order an inquiry. If inquiry finds default or neglect, it determines the extra expenditure and liable persons, and that determination is enforceable as a civil court decree. "Owner" includes agents and lessees entitled to collect rent.
