Notification commencement and publication: notifications shall take effect on issue unless stated, and be published and offered for sale timely.

The amendment requires that notifications issued under the provision, unless otherwise stated, come into force on their date of issue and be published and offered for sale by the designated publicity office on that date; where a notification's commencement is deferred, the publicity office must publish and offer it for sale on or before the deferred coming-into-force date.
