Execution of bond required before loading: consignor must furnish surety or security up to goods' value.

Before goods are permitted to be loaded for carriage through foreign territory, the consignor or person in charge of the vessel must execute a bond in such form and with such surety or sufficient security as the proper officer may demand, binding the executing party in an amount not exceeding the value of the goods.
