Rulemaking power enables the Board, under Central Government control, to prescribe rules for income determination and procedural compliance.

The Bill grants the Board, subject to Central Government control, authority to make rules by notification to implement the Act, including procedures for income ascertainment, valuation of perquisites, depreciation rates, PAN application and quoting, electronic filing requirements, documentation and audit report formats, conditions for deductions and rent payments, forms and fees for applications and appeals, and other matters expressly made prescribable by the statute.
