Procedural autonomy: Authority may regulate its own procedures subject to Chapter provisions under the Act.

The provision confers on the Authority a bounded power to determine its own procedural rules for matters arising from the exercise of its statutory powers, subject to the provisions of the same Chapter. It establishes procedural autonomy enabling the Authority to frame internal processes governing conduct, hearings, filings and other procedural incidents tied to its functions under the Act.
