Constitutional Amendment establishes local governance provisions and requires commencement by Central Government notification appointing a commencement date.

The Constitution (Seventy-third Amendment) Act, 1992 is enacted as the short title and provides that it shall come into force on such date as the Central Government may, by notification in the Official Gazette, appoint. Commencement by Central Government notification is the operative mechanism. The Act followed ratification by the Legislatures of not less than one-half of the States and received the President's assent; the official record notes it came into force on the twenty fourth day of April, 1993 by notification.
