The Act provides the framework converting the existing State into Union territories by fixing the appointed day, defining the existing State and transferred territory, and treating pre-existing instruments as "law" on that day. It fixes territorial references as of the appointed day, specifies governance terms including the Lieutenant Governor and Legislative Assembly nomenclature, recognises "sitting member" status for existing legislators, and links representation and reservation to the population ratio and constitutional definitions of Scheduled Castes and Scheduled Tribes.
