Jurisdiction presumption: magistrate must stay proceedings and submit the case for appropriate magistrate allocation or trial.

When a Magistrate presumes lack of jurisdiction or that another Magistrate or the Chief Judicial Magistrate should try the case, he must stay proceedings and submit the case with a brief report to the Chief Judicial Magistrate or another Magistrate designated by the Chief Judicial Magistrate; the receiving Magistrate, if empowered, may try the case, refer it to a subordinate Magistrate with jurisdiction, or commit the accused for trial.
