Leniency for cartel disclosure: reduced penalties allowed subject to full, true and vital disclosure and continued cooperation.

The Commission may grant a lesser penalty to a cartel participant who makes a full, true and vital disclosure of alleged cartel violations, provided the report of investigation under section 26 has not been received and the participant continues to cooperate; benefits may be withdrawn and original penalties imposed if conditions are not met, false evidence is given, or the disclosure is not vital.
