Project Authority Certificate is a required certification by an authorised project official confirming contract identity, supplier, description, quantity, value and the procurement/financing basis that entitles supplies to special FTP treatment. It must declare the import content, specify whether procurement is under ICB, DDP pricing, turnkey contracts, or other eligible categories (multilateral/bilateral/UN/mega power/nuclear projects), and provide particulars for main contractors and subcontractors, including payment arrangements and serialisation and signature requirements for Regional Licensing Authority processing.
