Foreign trade definitions establish authorisation requirements, goods classifications, exporter roles, export obligations and controls for dual-use trade items.

Chapter 11 supplies the interpretive framework for Foreign Trade Policy, 2023 by defining authorisations, import and export participants, goods classifications and trade mechanisms. Free goods do not require authorisation, restricted goods require DGFT authorisation, and prohibited goods cannot be imported or exported. It defines actual users, capital goods, manufacture, raw materials, consumables, exporters, supporting manufacturers, third-party exports and export obligation. It also covers counter trade, project exports, e-commerce, services, SEZ-related entities, SCOMET dual-use items, quotas, SION and State Trading Enterprises.
