The SCOMET framework regulates export of dual use goods, software and technology by requiring export authorization for items on the National Export Control List, aligning controls with international non proliferation regimes and domestic statutes. Imported SCOMET goods cannot be re exported without authorization. Catch all controls apply to non SCOMET items suspected of WMD or military end use, and various authorisation types and post export reporting requirements are prescribed.
