One-time-lock sealing governs transport of warehoused goods, subject to limited permission based on goods and transport method.

Transport of goods between an import customs station, warehouse and export customs station generally requires secure sealing of the vehicle load compartment with a one-time-lock. Transport without such lock may be permitted by the Principal Commissioner or Commissioner of Customs based on the nature of goods or manner of transport. The proper officer affixes the lock for import-to-warehouse movement, while the licensee affixes it, in the bond officer's presence, for warehouse-to-warehouse and warehouse-to-export movements.
