Incomplete application may be rejected unless applicant is given time to remove objections; board may grant extension.

Regulation 4 requires rejection of applications that are incomplete, non conforming or false or misleading. Before rejecting, the applicant must receive written notice and an opportunity to remove indicated objections within thirty days; the Board may, if satisfied of necessity, grant a further extension of time to enable removal of those objections.
