Importers claiming a preferential rate of duty must declare origin, hold and furnish information showing compliance with country of origin criteria, and exercise reasonable care; a certificate of origin does not absolve this responsibility. Proper officers may request further information, suspend preferential treatment pending verification, require security or deposit of differential duty for release, and refuse or disallow preferential treatment where information is incomplete, untimely, altered, ineligible, or where verification shows non compliance, with provisions for restoration if satisfactory information is later furnished.
