Application completeness requirement: incomplete Form C may be rejected unless applicant cures defects within prescribed time, extendable by the Board.

Incomplete or non conforming applications in Form C may be rejected only after the Board communicates objections and gives the applicant an opportunity to remove those objections within thirty days, and the Board may extend that period if satisfied an extension is necessary.
