Certificate of registration: Board must notify eligible applicants and grant registration subject to fee and Board sanctions.

The Board, satisfied of an applicant's eligibility, must intimate the applicant and grant a certificate in Form B subject to payment of the registration fee; the certificate remains valid unless suspended or cancelled by the Board, and prior registrants are deemed to have been granted the certificate under this provision.
