Prior approval required for employees to give evidence; approved testimony must not criticize government policy or the Board.

Employees must obtain prior approval from the competent authority before giving evidence in any enquiry; if approval is granted they must not criticize the policy or actions of the Central Government, State Government or the Board. The regulation does not apply to enquiries before government appointed legislative or executive authorities, to judicial enquiries, or to departmental enquiries ordered by the competent authority.
