Leave discretion allows refusal, revocation or recall for service exigencies; early return requires prior authorisation.

The authority empowered to grant leave may refuse, revoke or recall leave when service exigencies require; leave is not a matter of right. Leave earned by an employee lapses on cessation of service unless these regulations specifically provide otherwise. An employee on leave may not return to duty earlier than permitted without prior authorisation from the authority that granted the leave.
