Right of appeal allows employees to seek administrative review; appellate authority may confirm, vary or remit penalties, subject to inquiry.

Employees aggrieved by penalties under Regulation 79 or suspension under Regulation 86 may appeal to the designated Appellate Authority. Appeals must be written in Hindi or English (or with a Hindi translation), signed, polite, complete in material statements, and specify the relief sought. The Appellate Authority may confirm, enhance, reduce, set aside or remit penalties and must, before imposing an enhanced major penalty, ensure an inquiry under Regulation 80 is held or, if an inquiry already occurred, issue a show cause notice and consider the employee's representation.
