Registrar custody of records and control of the tribunal seal requires written authority for affixing seal or issuing certified copies.

The Registrar, subject to the general superintendence of the Presiding Officer or an authorised Member, has custody of the Appellate Tribunal's records and the official seal. The official seal may not be affixed to any order, summons, process or certified copy except under the Registrar's written authority, and certified copies may be issued only under such written authority.
