Regulation 57 permits the Competent Authority to impose penalties under regulation 51 notwithstanding regulations 52-54 where facts are established by a judicial finding, the employee has absconded, communication is impracticable, or other difficulties prevent observance of those requirements; if any requirements are waived, the reasons for waiving must be recorded in writing.
