The certificate requires parties in the supply chain to identify the exporter, buyer, consignee and end user, describe SCOMET items and contract details, and declare the specific stated use. It binds the end user to use items only for that purpose, not to modify, replicate or re transfer them without Government of India consent, forbids use in development or possession of chemical, biological or nuclear weapons or missile delivery systems, mandates confidentiality for technology, and allows post shipment verification by the Government of India.
