Appellate Tribunal procedure is guided by the principles of natural justice and the Tribunal may regulate its own procedure subject to the Act and rules. It has the same civil-court powers as a court trying a suit for summoning witnesses, compelling production of documents, receiving affidavit evidence, requisitioning public records, issuing commissions, and managing defaults. Tribunal orders are enforceable as court decrees and proceedings are deemed judicial for specified penal and criminal procedure purposes.
