Advance ruling applicability: rulings bind the applicant and jurisdictional officer until law, facts, or circumstances change.

An advance ruling issued by the Authority or Appellate Authority is binding only on the applicant who sought it for specified matters and on the concerned or jurisdictional officer in respect of that applicant, and remains binding so long as the law, facts or circumstances supporting the original ruling have not changed.
