Laying of rules and notifications requires presentation to the legislature; legislature can modify or annul them without affecting prior acts.

Every rule, regulation and notification made or issued under the Act must be presented to the State Legislature for a cumulative period of thirty days during session(s) following its making or issuance. If the Legislature agrees to modify or to disallow the instrument before the end of the immediately following session, the instrument will operate only in the modified form or be of no effect thereafter, but such modification or annulment does not affect the validity of anything previously done under that instrument.
