Advance ruling binding effect: rulings bind the applicant and relevant officer unless supporting law, facts or circumstances change.

Advance rulings are binding on the applicant who sought the ruling for matters eligible for advance ruling and on the concerned or jurisdictional officer in respect of that applicant; the ruling remains binding only so long as the law, facts or circumstances supporting it have not changed.
