Civil court powers extend to discovery, attendance, record production and proceedings treated as judicial for penal purposes.

Civil court powers are conferred on the Authority and Appellate Authority to conduct discovery and inspection, enforce attendance and examination on oath, issue commissions, and compel production of books and records as if exercising the powers of a civil court; they are deemed a civil court for limited penal procedural purposes while proceedings before them are treated as judicial proceedings for specified penal provisions.
