Power to make rules: government may, on council recommendation, make rules including retrospective effect and penalties.

The Government may, on the recommendations of the Council and by notification, make rules to carry out the Act for matters required or permitted to be prescribed, including making rules with retrospective effect from the Act's commencement and providing that contraventions may attract a penalty not exceeding ten thousand rupees.
