Laying of rules and notifications requires presentation before the State Legislature; Legislature may modify or annul while preserving prior validity.

Every rule, regulation or notification made under the Act must be presented to the State Legislature for a total period of thirty days; if the Legislature agrees in a subsequent session to modify or annul it, the instrument will thereafter operate only in the modified form or be of no effect, but any action previously taken under it remains valid.
