Power to make rules is vested in the Government on the Council's recommendation, enabling notification-based rules to carry out the Act; the power extends to prescribing matters required or permitted by the Act and includes giving rules retrospective effect not earlier than the Act's commencement, and permitting rules to make contraventions liable to a statutory monetary penalty.
