The Appellate Tribunal is not bound by the Code of Civil Procedure but must follow principles of natural justice and may regulate its procedure; it has the same powers as a civil court to summon and examine witnesses, require discovery and production of documents, receive evidence on affidavit, requisition public records subject to evidence law, issue commissions, dismiss or decide representations ex parte and set aside such orders, and other prescribed matters; its orders are enforceable like court decrees and proceedings are deemed judicial proceedings with the Tribunal treated as a civil court for specified procedural provisions.
