The Government, on the Council's recommendations, may by notification make rules to carry out the Act, including prescribing matters required or permitted by the Act and providing necessary provisions to effect it. This power includes making rules retrospectively not earlier than the Act's commencement and permitting rules to prescribe penal consequences for contraventions within the Act's limits.
