Procedural autonomy: Authority and Appellate Authority may regulate their own procedure subject to chapter provisions.

The Authority and the Appellate Authority are vested with power to regulate their own procedure in advance ruling matters, subject to the provisions and limitations set out elsewhere in the Chapter, enabling them to determine internal procedural rules while remaining constrained by the Chapter's procedural framework.
