Bilateral safeguard measures are limited to the period and extent necessary to prevent or remedy serious injury and facilitate adjustment. The initial duration may not exceed three years from imposition, though in highly exceptional circumstances the Central Government may extend the measure on the Director General's recommendation, subject to a maximum total duration of five years. A safeguard measure cannot be re-applied to the same originating good for a period equal to the earlier application, if the non-application period is at least one year.
