Confiscation or penalty: administrative sanctions do not bar imposition of other criminal or civil punishments under law.

Confiscation or penalty under the Act does not preclude other punishments to which the affected person is liable under the Act or any other law, establishing the principle of non-exclusivity of sanctions so that administrative confiscation or monetary penalty may operate alongside criminal, civil or regulatory consequences.
