The Appellate Tribunal is guided by principles of natural justice and may regulate its own procedure while exercising, for its functions, the same powers as a civil court in specified matters-summoning and examining witnesses, compelling discovery and production of documents, receiving affidavit evidence, requisitioning public records, issuing commissions, reviewing decisions, and managing dismissals and ex parte orders. Orders of the Tribunal are executable as civil court decrees or may be transmitted to a civil court for execution, and proceedings before the Tribunal are deemed judicial proceedings with the Tribunal treated as a civil court for related penal and procedural purposes.
