Appellate Tribunal composition: bench constitution, territorial sittings and Chairperson powers govern tribunal organization and transfers.

The Appellate Tribunal provision (now omitted) prescribed that the Tribunal consist of a Chairperson and two Members, allowed jurisdiction to be exercised by Benches of one or two Members constituted by the Chairperson, required ordinary sittings at the capital with other locations and territorial jurisdictions specified by Central Government notification in consultation with the Chairperson, and empowered the Chairperson to transfer Members between Benches and to refer or transfer cases to two Member Benches when appropriate.
