Removal of difficulties power allows the Central Government to issue limited orders, subject to consistency, time limit, and parliamentary laying.

The Central Government may, by order published in the Official Gazette, make provisions not inconsistent with the Act to remove difficulties in giving effect to its provisions. The power is limited to two years from the commencement of the Act, and every order must be laid before each House of Parliament as soon as may be after it is made.
