Limits on Commissioner revision power: cannot revisit subordinate orders once appealed or after the statutory time limit.

The Commissioner shall not revise any subordinate order if the order has been subject to an appeal under the statutory appeal provisions, or if more than three years have expired after the passing of the decision or order sought to be revised; further fetters are set out in Section 80 of the model draft law.
