Amendment changes section 68 to state that any warehoused goods may be cleared from the warehouse; substitutes clause (b) to require payment of import duty, interest, fine and penalties in respect of such goods before clearance; and omits the words "rent, interest, other charges and" from the first proviso, narrowing the proviso's charge-related language.
