Appeal registration procedure: endorsement and registration if compliant; defective appeals get time to rectify or may be refused.

On receipt the Regional Director's office must endorse and sign the appeal; if the appeal is in order it is registered and allotted a serial number. If defective the appellant is informed of the defects and allowed a minimum rectification period; failure to rectify permits the Regional Director, for reasons recorded in writing, to decline registration and communicate the refusal within a specified time, and the Regional Director may further extend the rectification period for reasons recorded in writing where sufficient cause is shown.
