Origin determination: limited non originating inputs and domestic final manufacture secure preferential treatment under the PTA.

Eligibility for preferential treatment requires that non originating and undetermined materials do not exceed a prescribed share of the FOB value and that the final manufacturing step occurs within the exporting Party; non originating inputs are valued by CIF at importation or by the earliest domestic purchase price, materials of undetermined origin by earliest domestic price, and a tariff shift test at the four digit HS heading level also qualifies sufficiently worked or processed products.
