Application of fines may be directed to pay proceeding costs or a reward to the informer.

Clause 446 empowers the court to direct that the whole or any part of a fine imposed under the Act be applied toward payment of the costs of the proceedings or toward payment of a reward to the person whose information led to institution of the proceedings, vesting judicial discretion to apportion fines between cost recovery and informer rewards.
