Application for initial registration as a participant must be made in Form E through the depository where the applicant proposes to act, accompanied by the prescribed fee; the depository must forward the Form E to the Board with recommendations and certify that the applicant meets eligibility criteria and possesses adequate infrastructure under these regulations and the depository bye laws.
