Appellate Tribunal sittings may occur at its office or elsewhere within jurisdiction; alternate member may preside during Presiding Officer's absence.

Rule 5 provides that sittings of the Appellate Tribunal shall be held either at the place where its office is situated or at such other place within its jurisdiction as it deems fit, and that in the temporary absence of the Presiding Officer the Government may authorise one of the two other members to preside over the sitting at the office or at another place within its jurisdiction.
