Memorandum of appeal must be presented in prescribed form to the registry or is deemed filed when received.

A memorandum of appeal must be presented in the prescribed Form to the registry of the Appellate Tribunal within whose jurisdiction the case falls, or may be sent by registered post to the Registrar; a memorandum sent by post is deemed to have been presented on the date it is received in the registry.
