Section 29 empowers the Central Government to make orders, not inconsistent with the Act, to remove difficulties in giving effect to its provisions; such orders must be published in the Official Gazette, are subject to a statutory time limitation from commencement, and must be laid before each House of Parliament as soon as practicable.
